It wasn&#039;t true in the US until last year (Obama ran his online campaign on open-source, crowd sourcing techniques). It hasn&#039;t completely happened in the UK, but I have seen positives. 

Europe did make some positive moves in the past - but has actually regressed a bit. 

I have seen a lot of NGO&#039;s going open source. As well as lots of Schools and University&#039;s using Moodle, and other tools.

I haven&#039;t seen/heard of it happing in Italy, but then it&#039;s far far too long since I last visited!
