It hasn't completely happened in the UK, but I have seen positives. Europe did make some positive moves in the past - but has actually regressed a bit. I have seen a lot of NGO's going open source. As well as lots of Schools and University's using Moodle, and other tools. I haven't seen/heard of it happing in Italy, but then it's far far too long since I last visited! Joel Andrea,
